1861,
representatives from the six seceded states met in Montgomery, Alabama, to formally establish a unified government, which they named the Confederate States of America. I
n early 1861, Maryland was a slave state, and was walking a tightrope between the Union and the Confederacy. In addition to being physically between the two sides, Maryland depended equally on the North and the South for its economy. Although Maryland had always leaned toward the south culturally, sympathies in the state were as much pro-Union as they were pro-Confederate. Reflecting that division and the feeling of many Marylanders that they just wanted to be left alone, the state government would not declare for either side.

The result would be that Washington D.C. would be almost surrounded by the Confederacy. When it appeared that Maryland might join the Confederacy, a
n alarmed President Lincoln sent federal troops to Maryland on August 17th, 1861 in to arrest the pro-confederate members of the Maryland State Legislature before they could vote to join the Confederacy. They were kept in prison without charges for the main duration of the war. A famous Maryland Confederate general was Arnold Elzey a Colonial of the 1st Maryland Infantry, Confederate States Of America (CSA), promoted to general my CSA President Jefferson Davis after the first battle of Manassas.
