PENNSYLVANIA HOUSE of REPRESENTATIVES PAYMENT of 1864 SIGNED by CIVIL WAR CAPTAIN & POLITICIAN (SPEAKER) HENRY JOHNSONDuring the Civil War, Henry Johnson served as Captain of the Meadville Volunteers, a company that was raised in the weeks following the attack on Fort Sumter in 1861. He was elected as a Republican to the Pennsylvania House for the 1863 session and in his 2nd term, he became the Speaker of the House. Further in that year of 1864, Johnson was a member of the Republican Convention to re-nominate Abraham Lincoln for the Presidency.
While Speaker, Johnson oversaw the passage of many important acts specifically related to Union Soldiers, two of the most important were;
Act 99 of 1864, which incorporated Soldiers’ National Cemetery in Gettysburg for the burial of Union soldiers who died or fought in the Battle.
Act 871 of 1864, known as the Soldiers Vote Act, which allowed men on active military duty to vote in elections in the Commonwealth.
